Packaging & Label Design for Brands in Algeria
Algeria is Africa's largest importer of packaging technology, with total imports reaching €225 million in 2024, surpassing Egypt (€192M), South Africa (€185M), Morocco (€152M), and Nigeria (€121M). The packaging sector represents nearly a quarter of Algeria's estimated 300,000 SMEs, reflecting a FMCG and food-processing economy serving a domestic consumer market of approximately 46 million people. Arabic-French bilingual packaging is both legally required and commercially essential: supermarket shelves in Algiers, Oran, and Constantine host intense competition between local dairy, beverage, pasta, and edible-oil brands and established European imports, with pack design a key differentiator. The biennial Djazagro and Printpack Alger trade fairs are the primary industry venues, consistently attracting exhibitors from France, Italy, Germany, and China. Algeria's plastics-technology imports grew 34.6% annually between 2020 and 2024, reaching €299M, making Algeria the continent's largest plastics-technology importer.
Algeria Packaging Regulations
The overarching consumer-protection framework is Law 09-03 of February 2009 on consumer protection and fraud prevention. Arabic is mandatory as the primary labelling language for all consumer goods; the specific procedural requirements for consumer information are set by Executive Decree No. 13-378 of 9 November 2013; food labelling and presentation requirements are additionally governed by Executive Decree No. 05-484 of 25 December 2005. French is commercially standard and legally acceptable as a secondary language. The Algerian Institute for Standardization (IANOR), established by Executive Decree 98-69, is the national standards body responsible for certification, quality labels, and brand-use authorisations; IANOR is a member of ISO. The Algerian Centre for Quality Control and Packaging (CACQUE) serves as permanent secretariat of the national Codex Alimentarius committee and coordinates food-packaging conformity control. Import barcodes must be submitted to the Algerian Chamber of Commerce and Industry (CACI) in advance, with barcode numbers issued through Ministry of Commerce-accredited bodies. Trademark registration for brand packaging is filed at INAPI (Institut National Algérien de la Propriété Industrielle). All imported goods undergo joint conformity inspection at ports of entry by teams from the Ministries of Commerce, Agriculture, and Customs.
