Packaging & Label Design for Brands in Cyprus
Cyprus joined the EU in 2004 and adopted the euro in 2008, making Nicosia- and Limassol-based brands fully subject to EU FIC Regulation 1169/2011. Halloumi (Χαλλούμι / Hellim), a semi-hard cheese, received EU PDO registration on 12 April 2021 (effective 1 October 2021); PDO specifications require that goat and sheep milk constitute a minimum 51% of the milk used (in force from 2024), with the European Commission extending Cyprus's transition period to full compositional compliance by five further years in July 2024. Commandaria, a dessert wine produced in 14 designated villages on the southern foothills of the Troodos Mountains, holds EU PDO status under an appellation whose domestic legal framework was established on 2 March 1990; it is broadly recognised as the world's oldest named wine in continuous production, with mandatory aging of at least two years in oak barrels on the island. Cyprus holds 7 PDO and 4 PGI wine designations. Limassol has grown into Europe's largest third-party ship management centre, with over 200 companies managing approximately 20% of the world's third-party fleet and contributing more than €1 billion annually (~7% of national GDP); the Cyprus ship registry ranks eleventh globally by tonnage.
Cyprus Packaging Regulations
EU FIC Regulation 1169/2011 applies directly; Greek is the official language, but English is widely used commercially and on export packaging. Halloumi PDO (registered as 'Χαλλούμι (Halloumi) / Hellim') requires the official EU PDO logotype; compositional specifications, minimum 51% goat and sheep milk, maximum moisture 52%, minimum fat 43% by dry weight, and maximum salt 3%, must be satisfied by producers seeking to market under the PDO designation. The EU Commission granted Cyprus a five-year extension in July 2024 (through approximately 2029) to achieve full PDO compliance. Wine labelling follows EU CMO Regulation 1308/2013; Commandaria labels must indicate the PDO designation, covering only production from the 14 statutory villages. Pharmaceutical packaging is regulated by the Pharmaceutical Services of the Ministry of Health, with the Drugs Council serving as the National Competent Authority (not 'CySHA', which is the Cyprus Safety and Health Association, a workplace-safety NGO with no pharmaceutical mandate). Cyprus has acted as Reference Member State in EU Mutual Recognition and Decentralised Procedures since 1 January 2020.
