Packaging & Label Design for Brands in Micronesia
The Federated States of Micronesia (FSM) is almost entirely dependent on the United States through the Compact of Free Association (COFA), the third renewal of which was signed in 2023 and provides approximately USD 7.1 billion in US grants to FSM over the 2024–2043 period. This political and financial relationship means the FSM consumer market operates in US dollars, follows US FDA standards for imported food and pharmaceutical products (all of which are imported, there is virtually no domestic food manufacturing), and uses English-only labelling as the commercial and regulatory default. The one exception is Pohnpei pepper (Piper methysticum relative, actually black pepper Piper nigrum cultivated in Pohnpei's rainforest highlands), which is a niche specialty agricultural export that fetches premium prices among US artisan food buyers for its distinctive floral-fruity profile and hand-harvested organic credentials.
Micronesia Packaging Regulations
The FSM follows US FDA food safety and labelling requirements for all commercial imports, there is no separate Micronesian food standards authority. English is the sole official federal language (though each of the four states, Chuuk, Pohnpei, Yap, Kosrae, has its own co-official language). NORMA (National Oceanic Resource Management Authority) manages fishing licences within the FSM EEZ, one of the largest in the Pacific; WCPFC (Western and Central Pacific Fisheries Commission) tuna management rules apply. US FSVP (Foreign Supplier Verification Program) rules apply to any food product manufactured in the FSM and exported to the US. Pharmaceutical imports require clearance from the FSM Division of Health.
Key Industries in Micronesia
