Iraq's Baghdad and Erbil consumer markets, with a combined population of approximately 44 million, require Arabic-language packaging with Halal certification marks on all applicable food products. The Kurdistan Region's growing retail sector in Erbil and Sulaymaniyah increasingly expects bilingual Arabic-Kurdish (Sorani) labels for broader national distribution. As of May 14, 2024, all products sold in Iraq must be labelled in both Arabic and English, regardless of product category, a material change from the earlier Arabic-only requirement that affects all imported packaged goods. Iraq's new Standard Specifications System No. 9, published in September 2025 and entering into force on March 8, 2026, requires a Certificate of Conformity for all local and imported products and services; non-compliant products may not be displayed or offered for sale.

Iraq Packaging Regulations

The Central Organization for Standards and Quality Control (COSQC), operating under the Ministry of Planning, is the primary national standards body responsible for enforcing product standards for imported goods; it provides conformity assessment and acts as advisor on quality control for government ministries. Arabic and English are both required on product labels as of May 2024. Dates of manufacture and expiry must be embossed or printed on the packaging of canned and preserved food items. Halal certification from a recognised body is required for all applicable food and cosmetic products. Pharmaceutical products require approval from the Ministry of Health's Kimadia (State Company for Drug, Medical Appliances and Medical Supplies of Iraq) for government procurement channels; private-sector imports follow MOH import approval processes. Standard Specifications System No. 9 (September 2025, in force March 2026) mandates a Certificate of Conformity for all products before they may enter trade.
